Grant Overview
New York adult education funding for financial literacy requires applicants to demonstrate New York State residency for at least 12 months and enrollment in an approved postsecondary program at a SUNY, CUNY, or state-licensed independent college. Eligibility further restricts awards to adults aged 25 and older who have not yet completed an associate or bachelor’s degree and who report household income below 250 percent of the federal poverty level for the applicant’s county of residence.
New York City residents must submit proof of address within one of the five boroughs along with verification of current enrollment in at least six credit hours. Upstate applicants from the Southern Tier or North Country must additionally document that their county unemployment rate in finance, insurance, or real estate occupations exceeded 7 percent in the most recent American Community Survey five-year estimate. Both groups must provide a Free Application for Federal Student Aid Student Aid Report showing an Expected Family Contribution under $12,000.
Application materials require a 2023 or 2024 federal tax return, a New York State driver’s license or nondriver identification card, and a letter from the financial aid office confirming the student has not received a prior bachelor’s degree. Community college applicants must also submit a degree audit showing at least 12 credits remaining toward an associate degree. Four-year college applicants must submit the same audit demonstrating progress toward a first bachelor’s degree.
These criteria align with New York’s concentration of finance and insurance employment in New York City and its suburban counties, where 28 percent of adults without a degree work in occupations that require routine management of household credit and retirement accounts. The funding therefore prioritizes applicants whose counties contain either the highest density of underbanked households or the largest gaps between local median income and the cost of a two-year or four-year degree.
New York differs from neighboring states because its eligibility formula incorporates county-level unemployment rates in financial services rather than a uniform statewide threshold, and because it mandates verification of remaining degree credits through the state’s centralized higher-education data system.
