Summary
This program is designed to help commercial property owners breathe new life into vacant or under‑utilized buildings. The goal is to support redevelopment and rehabilitation projects that turn blighted or structurally unsound storefronts or commercial spaces into usable space that can foster economic growth, attract businesses, spur job creation, and improve the local quality of life.
Eligible applicants are commercial property owners who own currently vacant properties—meaning unoccupied, unused, not actively used for business or residence. The grant requires that properties needing structural, code compliance, renovations or internal work to bring them up to usable standard, adhere to local zoning and permitting rules, and that the project design be approved in advance. Recipients must commit to renting or marketing the rehabilitated space for at least three years after project completion, and maintain ownership of the property for five years.
The funding offers up to $100,000 per project, covering up to 50% of the total project costs (with matching funds or other financing making up the rest). It is a reimbursement grant, meaning funds are paid back to owners once agreed‑upon milestones or completion have been met.
Applications are accepted on a rolling or quarterly basis, with multiple deadlines through the year. Review criteria include how much the project reduces blight, enhances downtown vitality, its financial feasibility, community benefit (jobs, new businesses, increased tax base), and whether the owner shows preparedness and capacity to complete the work.
This opportunity is not open to individuals who are not property owners, and applicants must not have outstanding unpaid property or other local taxes or charges. Projects already underway or already completed are not eligible.
